The assumption used to be that every community was going to have a chronically homeless population. How could you possibly get people off the streets? But, a concerted effort by the City of Phoenix and a number of organizations has been focused on completely eliminating homelessness among veterans.

Also, the Phoenix Police Department's downtown unit is working closely with Central Arizona Shelter Services or CASS to do something more productive then arrest homeless people. Mark Holleran, director of CASS, said the improved trust between the organization and police has been decades in the making.
