Under executive order 38888, states and municipalities have to explicitly consent to receive refugees resettled in the U.S. by the State Department.

Citing Arizona’s history as “one of the most welcoming states in terms of the number of refugees resettled here,” Gov. Doug Ducey consented to resettlement in Arizona.

States and municipalities that don’t explicitly opt in will not receive refugees, according to the order.

Critics of the order argue it needlessly delays refugee resettlement and allows state governments to arbitrarily turn their states into refugee-free zones.
