Arizona To End Contract With Private Prison Operator Following Riots

Gov. Doug Ducey spoke Wednesday about the state's decision to end its contract with the operator of a private prison near Kingman. The company said it was not given a chance to respond to allegations.

Arizona will end its contract with the private company that operates a prison near Kingman where riots occurred earlier this summer, Gov Doug Ducey said Wednesday.

Management & Training Corporation is refuting an Arizona Department of Corrections investigation that concludes there was a culture of disorganization and disregard for state polices at the facility.

Ducey toured the complex in the days following the July riots that forced the state to move about 1,200 inmates. He described the fracases as frightening, disturbing and completely unacceptable.

“We also expect MTC, not Arizona taxpayers, to pay for all the repairs and expenses related to this riot,” Ducey said. “Bottom line — the obligations of this contract have not been met by MTC.”

MTC released a statement taking responsibility for the riots and accusing investigators of not giving it an opportunity to respond to allegations in the report. The company also pointed to corrections officials’ conclusions that the prison was operating properly prior to the riots.

MTC scored well in audits because they withheld information from monitors, said Charles Ryan, director of the Arizona Department of Corrections.

“I think we’ve done a job that has been compliant with the statutory requirements,” Ryan said. “I think this going to compel us to expand our approach and take another look how we monitor.”

A letter sent by Ryan to MTC said the state wants to negotiate reassignment of the contract to another operator. The letter gives MTC until the end of Friday to agree, or face legal action.
