Voting rights groups are appealing a judge’s ruling that requires federal officials to help Arizona and Kansas enforce state laws, which require proof of citizenship to vote.

A court filing with the Tenth U.S. Circuit Court of Appeals challenges the judge’s order that the U.S. Election Assistance Commission immediately modify its national registration form to add special instructions for residents of the two states.

The instructions would spell out the need to provide citizenship documents to register in Arizona and Kansas.

The appeal came from more than a dozen voting rights groups and individuals who had intervened in the case on the election commission’s behalf.

The conservative secretaries of state in Kansas and Arizona had sued last year, seeking the addition of the citizenship requirement to the national registration form.
