Arizona Gov. Doug Ducey is meeting with Mexico's ambassador to the United States in Phoenix this week.
Now, Mexico has actively tried to cultivate relationships outside of a seemingly unfriendly White House, seeking out leaders in each state.
To explain why the governor of Arizona would want to be receptive is Phil Robbins.
Robbins is the former chair of the Arizona-Mexico Commission and he is an attorney who spends much of his time helping businesses resolve disputes across the border.
