"Complete Streets" is an idea not only to design city streets for moving cars and trucks quickly and efficiently, but to design a city that encourages people to walk and bike and take transit, according to C.J. Eisenbarth Hager.

Hager is the vice chairman of the Complete Streets Advisory Board and she also works for Vitalyst Health Foundation. She said the city adopting and implementing a Complete Streets plan is a critical step to keeping Phoenix streets healthier.
