Buckeye’s water resources director will officially resign on Feb. 25.

Dave Nigh was in charge of the largest service territory in Arizona. But uproar over spiking water bills led to a swirl of controversy around his department and an effort to recall the Buckeye mayor.

Nigh’s resignation contains a confidentiality clause, waives all potential legal claims and stipulates that neither he nor the city admit to any wrongdoing.

Buckeye will pay Nigh for all unused vacation time and half of his accumulated sick time.

The personnel file also contains a two-sentence letter from the acting city manager. The letter tells Nigh that the city is putting him on paid administrative leave, but it doesn’t say why.
