The U.S. Veterans Affairs Department’s Inspector General is accusing Secretary David Shulkin of misusing public money, and his chief of staff of doctoring an email to justify a trip Shulkin and his wife took to Europe.

The Inspector General’s report, released on Wednesday, also accuses Shulkin of improperly accepting gifts on that trip.
