Why Regulators Can't Shut Down This Phoenix Marijuana Grow Facility

In 2018, a medical marijuana grow facility in Phoenix had problems — dozens of workers without proper credentials, insufficient security and stolen product, among other things.

The state tried to revoke the license of the dispensary contracting with the facility, an action seemingly supported by clear violations of the state's medical marijuana law. And yet, a judge has ruled against the state, pointing to poorly written language on the books.

The case is just one example of the struggles Arizona has encountered while trying to regulate medical marijuana under the voter-approved Medical Marijuana Act of 2010.
