State lawmakers return to the Capitol on Monday, when Gov. Jan Brewer gives her State of the State address, and while there are a lot of issues they will take up this year, one seems to be at the top of both Democrats’ and Republicans’ minds. We hear from leaders of both parties, House Speaker Andy Tobin and on the Democratic side, Senate Minority Leader Anna Tovar. She said her uninvestigated reports of child abuse and neglect are also her caucus’ top concern.

Monday is the official kick-off of the 51st Legislature’s second regular session.
