Executive power has often fueled President Donald Trump’s efforts to restrict immigration, but a new report says that same power in different hands could protect millions of undocumented people.

The report is from an advocacy group led by the Catholic Legal Immigration Network Inc. It says nearly 3.5 million people could get work permits and protection from deportation, if a new president were to fully restore Deferred Action for Childhood Arrivals and expand temporary protected status (TPS).

Congress did not limit the number of countries or people eligible for, said Jose Magaña-Salgado, TPS campaign coordinator for Catholic Legal Immigration Network. 

“Therefore we would encourage any administration to, in accordance with Congress’s wishes, use TPS as aggressively as possible,” he said. 

The report’s estimate is based on giving first-time TPS designations to certain people from Guatemala, Venezuela, the Bahamas, Sierra Leone and Guinea.
