A southern Arizona lawmaker has introduced legislation that would give drivers one more reason not to speed.

The bill would make it so anyone driving up to 75 mph in a 65 mph zone could be cited for the “waste of a finite resource.''

In the 1970s, during the OPEC oil embargo, the federal government told states to cap speed limits at 55 mph or lose funding.

But an Arizona lawmaker found a loophole, allowing drivers going up to 10 miles over to be cited for a "finite resource'' violation. The federal law is gone and Arizona now has roads posted up to 75 mph.

Republican Sen. David Gowan of Sierra Vista said his bill simply updates the policy.

"We did not bring that 'waste of finite resources' up to date when we moved our speed limits," he said. "And it's a great tool for our police officers."

Drivers would face a maximum fine of $15 and no reporting to insurance companies, making drivers less likely to fight it in court. Real fines and insurance reporting would not kick in unless the driver is clocked at more than 85.
