Texas has started a legal fight with President Biden over his decision to pause deportations, but the lawsuit aims to block just one part of the new executive’s blitz on immigration.

Among Biden’s flurry of orders and proposals is the abolishment of his predecessor’s command that Immigration and Customs Enforcement cast a wide net for undocumented people. The move is part of the new president’s effort to reset how the agency charged with deporting people does its job.

ICE data show that the Phoenix Field Office carried out nearly 57,000 deportations from October of 2018 through September 2020. Expulsions via Phoenix fell roughly 32% in 12 months due to the pandemic. But ICE in Phoenix still logged the second most deportations nationally behind San Antonio.
