How Arizona Lawmakers Sidestepped Rules To Pass Last-Minute, Significantly Altering Bill Amendments

On May 6, Republican lawmakers passed two controversial, last-minute amendments to bills that had been working their way through the Legislature.

Those amendments drastically changed the underlying bills, and the policies the amendments seek to implement never received a public hearing or a chance for the public to weigh in — despite Legislative rules that require a chance for public input.
