PHOENIX — The Arizona Citizens Clean Elections Commission will wait another month before voting on a proposal that would require more transparency from "dark money" groups that have flooded political campaigns with money over the last five years.

The Arizona Capitol Times reported that the commission on Thursday delayed its vote on the proposed rule and decided to wait a month to get public comment on the change. The proposed was changed from the original version unveiled in May.

The proposal would consider any group that spends or raises at least $500 to influence an election a political committee, which would trigger requirements that it disclose its contributors.

The proposal has drawn criticism from Secretary of State Michele Reagan, who said the commission's proposal usurps her authority as Arizona's top elections officer.
