Former Toltec Elementary School District superintendent faces arraignment Tuesday

A former superintendent of an elementary school district in Eloy faces arraignment on May 31 after being indicted on charges such as fraud and theft.

Prosecutors say the alleged crimes took place between 2013 and 2016.

Jeffrey Van Handel was superintendent of Toltec Elementary School District. He and a subordinate were also reportedly members of a governing board for a nonprofit created to own and run a charter school, which did not exist.

Van Handel and the subordinate are accused of using district contracts with the nonprofit to funnel extra money through the district’s payroll and falsely inflate their contributions to the state retirement system.

Nearly $200,000 in state funding was withheld from the district due to problems with financial records while Van Handel and his co defendant worked there.

The money was returned after they resigned.
