The governor of neighboring Sonora has a new proposal for planning major infrastructure projects.

Sonoran Gov. Alfonso Durazo is pitching the idea of creating what he calls the Sonoran Institute for Planning. He says that ensuring the sustainability of needed infrastructure projects requires long-term planning, 30 years out, and also independent of whoever is in charge of state government. Governors serve single six-year terms.

As proposed by Durazo, such a body would make binding recommendations to the state government, and would be composed of civil society, academics, local government and federal officials.
