An election expert has completed an investigation into primary ballot issues in Pinal County, and it found no intentional wrongdoing.

Former Pima County Elections Director Brad Nelson was hired to figure out why several Pinal County polling places ran out of ballots on Aug. 2.

“One of the issues that they had (and is reflected in the report) was the inability to communicate with the county on Election Day to get some assistance on some of the problems that were existing at the polls," Nelson said. 

The report said the county was highly understaffed, and a former elections director broke state statute by not ordering enough ballots. 

Nelson made recommendations to the county on how to fix some of the issues. He said workers appear to be back on track for November.
