Phoenix Police Chief Daniel Garcia has been on the job for almost a year, but according to a survey from two police unions he is unpopular. 

Only 4 percent of responding officers said they liked the way Garcia was doing his job.  Phoenix Law Enforcement Association President Joe Clure says the friction between Garcia and officers is about more than just new uniforms and renewing their oaths of office.

"Everybody was excited when he got he and wanted him to do well. I think what happened is he made some choices that were ill-advised and not prudent in the manner and timing in which he made them," Clure said.

In a written statement, Garcia says he knows the changes he's implemented may not be liked but argues they were needed. He says he expects to make more changes in the coming months.
