Immigration and Customs Enforcement in California has been collecting license plate data at three Orange County-area malls, and the practice is raising privacy concerns.

Irvine Company Retail Properties, which operates a string of open-air malls in southeastern Los Angeles, confirmed the data is being collected, but they say it is only being shared with local law enforcement.
