Proposition 126 is a ballot initiative that would introduce language to the Arizona Constitution forbidding state lawmakers from taxing medical services, child care and even veterinary bills.

Arizona lawmakers already can do that now — and have not.

But the sponsors, financed by Arizona Realtors and their national parent organization, want to put a provision in the state Constitution to forever preclude the Legislature from expanding the current sales tax base to services that are not already taxed. 

Wes Gullett, whose consulting firm is leading the measure for the group called “Citizens for Fair Tax Policy,” said he has seen these types of taxes on services in other states.

"People who run small businesses and are providing service are already taxed. They have an income tax. They work hard. And they pay their taxes. And now you're saying, 'We want to tax you again for your same work, for your same labor," said Gullett.

Despite no call to oppose the measure from state GOP lawmakers, the proposal has generated resistance from Gov. Doug Ducey, according to his press aide Daniel Scarpinato.

"He does not believe that tax policy should be set at the ballot. It's permanent and unchangeable. And he would encourage folks to vote no," said Scarpinato.

A spokesman for Democratic gubernatorial candidate David Garcia said Garcia also opposes the measure.
