Arizona Gov. Doug Ducey is accusing his Democratic opponent Democrat David Garcia of rigging the election. The governor says Garcia was behind the Invest In Education initiative that was later struck down by the Arizona Supreme Court.

Ducey first made the claim in a pair of debates last week. He said the fact that it was struck down by the high court is proof that it was deliberately misleading, and he said Garcia was partly to blame.

Garcia says he read the initiative, but was not part of creating the initiative.

“I didn't see anything that stuck out to me at that time. I was not involved in its crafting, was not involved in the wordsmithing of it," said Garcia. "I got it probably at the same time you did or anybody else did out there in the public. So I was not involved in the crafting of it at all.”

Ducey’s spokesman, Daniel Scarpinato, admits his boss has no proof other than the ruling.

"The initiative did not disclose to voters the full extent of what this was both in terms of who it taxed but also the percentages. And as a result it's not on the ballot anymore," said Scarpinato.

The organization that actually put the language in the Invest In Ed initiative together has also said Garcia was not involved.
