Arizona business owners, with home offices, may soon have the ability to bypass local ordinances.

House members approved Sentate Bill 1387 allowing existing and future home businesses to apply for exemptions to municipal laws under certain circumstances.

Those include home businesses that are operated by the homeowner and anyone else in the immediate family, with no more than two people employed who do not live there. 

It also spells out that parking must be on property and not be on residential streets.  And, only one client at a time is allowed on property.

The measure is written to ease barriers to starting a business, but Rep. Kelli Butler wondered if bypassing local laws overlook the neighborhood’s needs.

"We want people to have the freedom to start their own businesses, but not at the expense of their neighbors. And I'm afraid this bill just goes too far there," said Butler.

The bill passed 35-25 on Monday, with instructions to not interfere with zoning laws or homeowner association rules.
