New Scottsdale short-term rental regulations target 'nuisance parties'

The new code takes aim at nuisance parties, defines unlawful promotion and bans minors from renting.
Luis Santaella with the city Attorney’s Office says only those legally residing on the property would be permitted to stay once a nuisance party is declared by police.
“If the police officer finds by the preponderance of the evidence that there is a nuisance party or unlawful gathering, and it’s a threat to the general welfare, peace, quiet, etc., he or she can declare a nuisance party, post it with the door, and then order people who are not living there, non-residents, to leave," Santaella said.
Vice Mayor Solange Whitehead says the new code will help provide more regulation enforcement opportunities.
“This is yet another attempt by the city of Scottsdale to lead the charge in a way that we allow for good actors but we reign in some of the bad actors, and I realize that these particular tweaks are for all residences not just short-term rental residences, but still that seems to be where we’re having the problem," Whitehead said.
The City Manager's office recommended the council vote for the changes after it received public support.
