Arizona earns one of the top spots in rooftop solar energy because of its sunny skies and incentives offered by utility companies.

Phoenix is again one of the top cities for solar power in the country, according to a report released Wednesday.

Only San Diego and Los Angeles beat out Phoenix for the most-installed solar capacity. The ranking takes into account commercial scale installations and residential ones, as well as amount of solar per capita. It’s the third year in a row Phoenix came in third.

The report comes from the advocacy group Environment Arizona. Jenifer Wong is with the organization and credits initiatives like city-sponsored residential financing programs.

“We do think the city of Phoenix has the potential to do a lot more in terms of supporting forward-thinking programs and policies like net metering and also just setting a higher goal for renewable energy,” she said.

Net metering reimburses rooftop solar customers hooked up to the grid at retail rates for the excess power they generate. Many utilities are now pushing back, calling it an unsustainable subsidy.
