Governor Doug Ducey says he's confident Arizona schools will soon see the millions of dollars promised with the passage of Proposition 123. That's despite concerns raised by critics like State Treasurer Jeff Dewit who contend the referendum could be illegal and have asked the state attorney general for his opinion.

On Thursday, Ducey and other top state officials certified the election results and says he expects money will flow to classrooms soon.

"I think these are details that people are figuring out now. I wish they had thought of this beforehand, but now the people have spoken. It's time to get these dollars to the teachers," Ducey said.

Critics of Prop 123 say it takes congressional approval for the state to withdraw more money from its land trust, but Ducey says they have legal opinions that show the referendum is legal.

Meanwhile, just down the hall at the state Capitol, Secretary of State Michele Reagan was still defending her office’s mismanagement that led to more than 400,000 voters not receiving their ballot guides far enough in advance. Facing an attorney general inquiry, Reagan’s office issued internal documents this week, which she says illustrate that the vendor that built the database of mailing addresses did not do its job well.

“Our employees were asking for how do we pull these files and they did not get complete instructions, but again this happened on my watch. I take responsibility for that,” Reagan said.

Reagan says her office is making a good faith effort to be transparent about the error and why it took them time to remedy it. The governor says the election is over and it's time to move on.
