The proposal for a new state budget agreed to by GOP legislative leaders and Gov. Doug Ducey is expected to officially be unveiled May 24 in the form of a set of bills.

But behind the scenes, leadership is still trying to convince some rank-and-file Republicans to support the package.

Among many other provisions, the new spending plan would move Arizona to a 2.5% flat income tax, and some lawmakers are concerned about the estimated $1.5 billion the plan would take out of the state’s coffers each year.
