Arizona is one of 25 states that filed lawsuits Friday against President Obama’s Clean Power Plan. This comes after the Environmental Protection Agency published the final version of its newest regulations.

These new rules require states to cut carbon emissions by 30 percent by 2030. Each state has a customized target and is responsible for drawing a plan to meet that goal.

Opponents to Clean Power Plan say it will kill jobs and drive up electricity costs. But the Obama administration and environmentalists say the new rules are necessary to fight climate change. They also say the changes will create new clean-energy jobs.

EPA says it has the authority to enact the regulations under the Clean Air Act of 1990. Opponents dispute that.
