A debate over the future of Roosevelt Row became heated inside Phoenix council chambers Wednesday.

KJZZ's senior business correspondent Christina Estes was there and spoke about what happened. The controversy centered on a special designation for the area known as Roosevelt Row, which is downtown’s signature arts district.
