For a number of years, there have been efforts to pass comprehensive immigration reform at the federal level, but nothing has advanced. That’s one of the reasons some states, including Arizona, pursued their own legislation such as SB1070 to enforce immigration law.

That has led to a confusing patchwork of rules and has affected local law enforcement.
