Some of the small island countries damaged — or, in some cases, destroyed, by Hurricanes Irma and Maria — have started the rebuilding process. But, the devastation has left those countries in tatters, and vulnerable to future storms.

So, does the rest of the world have a responsibility to help them out, especially when it comes to climate change law?

Here to talk about that is Maxine Burkett, a Professor of Law at the University of Hawai’i Law School, and a Global Fellow at the Woodrow Wilson International Center for Scholars.
