A bipartisan Rio Verde Foothills water plan is trying to check all the boxes

Last week, Gov. Katie Hobbs vetoed a bill that would have forced Scottsdale to resume selling water to the unincorporated community of the Rio Verde Foothills. Hundreds of homes there have been without a reliable source of water since January, after the city turned off the taps — citing drought restrictions. 

In her veto letter, she told lawmakers to instead send her another bill: HB 2561. That bill, sponsored by Republican Rep. Alexander Kolodin, includes something the other bill didn’t: an emergency clause so it can go into effect immediately. It also has bipartisan support.
