Paperwork filed Monday to the Arizona Secretary of State’s Office would ask voters to create an open primary system for all elections.

That system would allow anyone to vote in a primary, regardless of party affiliation. It would also put all candidates from all parties in the same election as opposed to two separate ones like is done now.

Political Consultant Chuck Coughlin says the system would create better competition in elections.

"It's an open primary. So it requires every campaign and every voter to be treated the same. So you eliminate taxpayer funding for any partisan primary," Coughlin said.

The motion sponsored by the Make Elections Fair Committee will require about 385,000 signatures by July to qualify for the next year’s ballot.
